Typically, half-pipe jacketing is used to control the temperature in a vessel or boiler and to get or maintain it at the appropriate level.  One half of a pipe is welded to the outside of the vessel to allow plug flow to run along the outside of the vessel.  Thanks to this flow, the temperature in the vessel can be regulated very rapidly and uniformly. For larger tanks multiple pipes are often used in order to obtain a very uniform temperature distribution. 

Given the amount of welding, this is an expensive yet very good solution to cool or heat a vessel.

Other techniques used include double wall or ‘bain marie’, and dimple plates.  Deciding which system is the best will depend on the temperature, pressure and medium.
